WEST PLAINS, Mo. -- Howell-Oregon Electric Cooperative crews were working Friday to restore power following the ice storm that began Thursday morning and continued through late afternoon. At the height of the outage, HOEC officials reported just more than 3,800 members of the cooperative without power.
